The Context is crystal clear about the Collection made for the Saints. When we say SAINTS,
It doesn't mean "Saints" according to Catholic Church.

It means the "Believers and Followers in Christ" who lived in the City of Jerusalem.
The Church of Christ which needed assistance in the days of famine and troubled times.

In all assumption, It was the famine which came to pass as the Prophet predicted. Earlier our LORD had revealed the Church about the coming drought through the Prophet Agabus.

We can read about it in Acts 11:28.

In those days some prophets came down from Jerusalem to Antioch. One of them named Agabus stood up and predicted through the Spirit that a great famine would sweep across the entire Roman world.  (This happened under Claudius.) So the disciples, each according to his ability, decided to send relief to the brothers living in Judea. This they did, sending their gifts to the elders with Barnabas and Saul. 

Now, We have understood "Saints" in the light of Christ.
Along with it, the reason to send relief to the Jerusalem Church.

Now, we ought to clarify the "Instructions" which was sent to the Church in Galatia.
What did Paul instruct them on Giving in the New Covenant especially in a time of need? 

Also, we ought to check out on the methods used to get the letters across.
How did the Church in Corinth have access to the Epistle sent to Galatia?

They had no mailing system like we have now.
They ought to rely on a human network. A trustable, reliable one.

To find the way in: We ought to know the way the letters were exchanged in the days of Paul the Apostle.
For example: Phoebe carried the letter to Rome. And the letters were not only read by the Roman Christians, it was sent to the Churches around the province.

Here we have the Apostle Paul placing a clear instruction to the Church at Corinth:

On the first day of every week, each of you should set aside a portion of his income, saving it up, so that when I come no collections will be needed.  Then, on my arrival, I will send letters with those you recommend to carry your gift to Jerusalem. And if it is advisable for me to go also, they can travel with me.

It is straight as an arrow.
It is not tithing which is a standard ten of your income.

Here it states: Set aside a portion of your income.
It means: What your heart states, do it cheerfully!

No compulsion! No standard amount!
No doctrine! Only love!

Did you get it?
It was all about love in giving.

And the man who gave more obviously loved the LORD and His Church more.
And gifts need not mean "Money" as we think today.

It was famine time. What will money get in these drought moments?
They needed wheat, rice, cereals etc. They needed clothes and stuffs.

So, the gifts were wide and varied.
It should have also contained money.

And Paul finally states his will to head out on the LORD's approval.
I hope it is clear.

In essence, 1 Corinthians 16:3 means the "Gift by Corinthian Saints" sent to the Church in Jerusalem when they suffered drought.
